Govt working to build pro-people procurement system

The current government is working to establish a pro-people public procurement system in Bangladesh. The government issincere to prevent waste and reduce delay in implementation of projects. Every year, on an average of about 15 hundred projects are taken in the Annual Development Programme (ADP). If these projects achieve the right goals and objectives, then there will be a positive impact on the economy.

For this, the electronic Project Management Information System or e-PMIS has been made functional, through which real-time data on project implementation can be obtained from the government offices. It has been added to the electronic Government Procurement (e-GP)system. The total number of projects under ADP in the current fiscal year is 1343. Already, 1277 project directorshave registered and started providing information to e-PMIS.

Abul Kashem Md. Mohiuddin, Secretary, Implementation Monitoring and Evaluation Division (IMED)said this while speaking as the chief guest at an awareness workshop on functions of BPPA and e-GPprogress on today (Sunday).

The workshop organized by Bangladesh Public Procurement Authority (BPPA) was presided over by Deputy Commissioner and District Magistrate of Bogura  Hosna Afroza. Police Super of Bogura Md Zedan Al Musa, PPM,and Director (Deputy Secretary) of BPPAMd. Sakhawat Hossainspoke as the special guests.

Md Sakhawat Hossain delivered a detailed presentation at the workshop on the functions of BPPA and the progress of e-GP implementation.

Theworkshop, managed by Bangladesh Center for Communication Programs (BCCP) at Bogra Deputy Commissioner’s Office, was moderated by BCCP’s Assistant Director Mohammad Abdus Salam. Officials of DC office, procuring entities (PEs), tenderers, bank representatives, media representatives and BCCP executives were present.

The IMED Secretary said, Bangladesh has made great progress in e-GP. Till date, 65 percent of the procurement in terms of volume is done through e-GP. This will be raised to 100 percent. For that, everyone’s cooperation is needed. We are also involving citizens in public procurement. BPPA has set up a government procurement portal called Sorkari Kroy Batayan.

He said, both the PEs and the contractors have the responsibility to ensure transparency in public procurement. There is a provision to bar tenderers from public procurement if anycollusion and corruptionis proven.

All the work of procurement processing and contract management can now be done in e-GP. e-CMS, e-Audit, A-Challan, international competitive tendering module, direct procurement method, professional and intellectual service procurement, tenderers’database have been added to e-GP. The public procurement portal has been established to provide information on procurement to citizens. BPPA is now working on SPP as well.
